It has become an important carrier for rural industry revitalization and the effective connection between small farmers and modern agriculture.
(1) The leading enterprises continue to grow and form the "New Wild Goose Array" of rural industries. Through the implementation of a new type of business main body cultivation project, local governments have increased their support for fiscal, tax, financial, and land use policies, and leading enterprises have continued to grow. Leading enterprises use standards, brands, and capital as "assembly numbers" to gather industrial factors and lead farmers 'cooperatives, family farms, and farmers to develop together. By the end of 2018, leading enterprises at or above the county level had reached 89,700, an increase of 2.6 % year-on-year; Among them, there are nearly 18,000 leading enterprises at or above the provincial level; There are 1,243 national leading enterprises, and the annual sales revenue of more than 10 billion yuan has reached 72. They have established a "wild goose array" system with a clear division of labor between leading enterprises, new types of business entities, and farmers, and formed a pattern of cultivating an enterprise, expanding an industry, and getting rich.

The leading enterprises have actively brought into play the innate advantages of being the closest to agriculture and the most tight to the peasants, established and improved the mechanism for linking interests, and developed contractual, dividend and equity cooperation models. It forms an agricultural industrialization consortium led by leading enterprises, followed up by new business entities, and participated by large and small farmers. At present, there are nearly 1,000 provincial demonstration associations in 10 provinces across the country. Leading enterprises and farmers promote a variety of benefits such as "order purchase + dividend", "land circulation + priority employment + social security", and "farmers 'shares + bottom income + dividends by SHARES". Let farmers sell farmers(products), earn salaries, collect rents, share dividends, and obtain financial resources, so as to increase farmers 'cross-border income and cross-domain profit channels. (3) Lead the green development of agriculture and explore the "new green gold" of rural industries. The leading enterprises adhere to the requirements of high quality farmers, green farmers, and brand farmers, relying on rural characteristic resources, according to the requirements of "there are standards, no standards, and the entire process". We will establish and improve a system for quality control, testing and traceability of industrial chains from fields to tables, seeds to chopsticks, and branches to tongues, increase the supply of green and high-quality agricultural products, and create a brand of green and high-quality agricultural products. Help the rural industry accelerate the transformation from a product economy, a quantitative economy to a green economy, and a brand economy, and then find the "golden lever" of green water Qingshan into Jinshan Yinshan. By the end of 2018, 60 % of leading enterprises had specialized quality inspection agencies, and nearly two-thirds had passed ISO 9000, HACCP, GAP, GMP and other quality system certifications; More than half of them have obtained certification such as green, organic, and geographical indications, and the number of products exceeds 30,000.
(4) Deepen efforts to alleviate poverty in industries and create a "new model" of precision poverty alleviation. Agricultural and rural departments at all levels have actively carried out a series of activities such as linking leading enterprises in agricultural industrialization with poor areas and helping poor experts in agricultural industrialization. In Hunan, Gansu, Jiangxi and other provinces, agricultural and rural departments have issued special incentive policies to guide leading enterprises to invest in poor areas. We will support leading enterprises in poor areas to upgrade their driving capabilities. At present, 832 key counties in the country's poverty alleviation work have cultivated and developed more than 14,000 leading enterprises at or above the municipal level. At the same time, leading enterprises actively participate in the alleviation of poverty in industries, using special funds, typical publicity, production and marketing, and demonstration guidance to develop niche industries in poor areas, establish standardized raw material bases and processing workshops for green food and organic agricultural products, and actively connect poor households with registered cards. We will carry out skills training, provide jobs, improve the mechanism and organizational model for linking interests, and bring small farmers and poor households into the development of modern agriculture, and share the benefits of value-added industries.
