Compared with some countries, China is either inferior in agricultural resource endowment or not advantageous in labor cost. How to use more and more scarce water and soil resources and more and more expensive labor force to produce more and better agricultural products, science and technology is the breakthrough. With the accelerated penetration of biotechnology and information technology into agriculture, the world agricultural pattern is undergoing profound changes. In the face of internal constraints and external competition, we should strive to realize the self-reliance of agricultural science and technology.

    At present, the problem perplexing agricultural scientific and technological innovation has not been solved. For a long time, it has been common for agricultural science and technology to fight their own battles. The division of labor of local agricultural science academies is unscientific, "the top and bottom are generally rough", there are more low-level duplication and less collaborative innovation. Due to the excessive competitiveness and insufficient stability of agricultural scientific research projects, many researchers are busy with project initiation and acceptance, and it is difficult to settle down for scientific research. The phenomenon of "two skins" in scientific research and promotion directly affects the application of achievements. It can be said that the dispersion of agricultural innovation resources and low efficiency are the prominent problems. Reflected in talents, there are "two shortages" of agricultural science leading talents at the top and agricultural technology extension talents at the bottom.

    Therefore, to realize the self-reliance and self-improvement of agricultural science and technology, we should not only strengthen the original innovation of agricultural science and technology and avoid being "stuck" in key fields, but also let agriculture insert the wings of science and technology and carry a "golden shoulder pole" for farming. We should reshape the layout of agricultural scientific research, strengthen the national agricultural strategic scientific and technological force, strengthen the construction of central and local advantageous and characteristic agricultural scientific research institutions, and improve the system of agricultural scientific and technological talent evaluation and scientific research projects.

    The key word of "site" is integration. A few years ago, China's dairy industry was repeatedly impacted by imports. From the perspective of science and technology, the crux is that scientific research institutions have accumulated a large number of scientific and technological achievements in dairy industry, but lack of transformation platform and application scenarios. To this end, 76 enterprises and institutions have established a dairy science and technology innovation alliance to demonstrate raw milk grading technology in dozens of dairy enterprises, reducing processing energy consumption and improving fresh milk quality. Through the integration of industry, University and research, China's dairy industry has found its own competitiveness. In the future, we should support agricultural enterprises and scientific research institutes to form a consortium to carry out the transformation and industrialization of scientific and technological achievements with interests as the link. On this basis, connect new agricultural subjects and new professional farmers, and promote the integration of achievements with the market and the integration of science, technology and industry.
